605.10 DEFINITIONS (For Fee Purposes)

  • 605.10.1 Resident Student
    The term “resident student” as defined in RCW 28B.15.012-014 shall mean a student who has had a domicile in the state of Washington for period of one year immediately prior to the time of commencement of the first day of the quarter for which the student is registered
  • 605.10.2 Non-Resident Student
    The term “non-resident student” shall mean any student who does not qualify as a resident student under the provisions of RCW 28B.15.011 through 28B.15.014.
  • 605.10.3 Full-Time Student
    A “full-time student” is defined as (1) enrolled in 12 or more credit hours per quarter in programs which earn credit hours or college units, or (2) enrolled in programs or courses not structured in credit hours or units where the credit hour equivalents (per SBCTC formula) total 12 or more.
  • 605.10.4 Part-Time Student
    A “part-time student” is defined as (1) enrolled in less than 12 credit hours per quarter in programs which earn credit hours or college units, or (2) enrolled in programs or courses not structured in credit hours or units where the credit hour equivalents (per SBCTC formula) total less than 12 units.
  • 605.10.5 Intensive English Institute
    College preparatory English classes for international students whose primary language is not English.
  • 605.10.6 Tuition
    The general fee charged to all students and composed of three major categories: (1) Building Fee, (2) Operating Fee, and (3) Service and Activities Fee. Also, regulatory, lab, testing and other miscellaneous fees may be charged. These fees are defined below.
    1. Building Fee
      The term Building Fee shall mean that portion of tuition charged to all students registering at Seattle College District to be deposited into the community college bond retirement fund with the state treasury within 35 days from the start of each quarter. (RCW 28B.50.320-370).
    2. Operating Fees
      The term Operating Fee shall mean that portion of tuition charged all students registering at Seattle College District. These funds are to be used for the general operation and maintenance of the District. (RCW 28B.15.031)
    3. Services and Activities Fee
      The term Services and Activities Fee shall mean that portion of tuition charged to all students registering at Seattle College District. These funds are to be used for the express purpose of funding student activities and programs as regulated by the District VI Board of Trustees. (RCW 28B.15.041)
    4. Regulatory, Lab and Testing Fees
      Students will be charged regulatory, laboratory, testing and other miscellaneous fees including, but not limited to, those listed below:
      • Official Transcript
      • Special Fees, e.g., equipment, laboratory or field trip fees
      • Evaluation of Work Experience
      • Credit by Examination
      • General Education Development Test (GED)
      • GED Retest (per section)
  • 605.10.9 Concurrent Enrollment
    Students may enroll concurrently at more than one community college district and pay no more tuition and fees than if the student were enrolled at a single college, if the colleges involved have a specific agreement allowing interdistrict registrations (see WAC 131-12-041). Interdistrict enrollments are intended to accommodate students when courses will not be offered in a manner that will enable the timely completion of the students’ program of study.
  • 605.10.10 Apprentice Training
    “Apprentice Training” refers to courses taken by a student apprentice who is registered with the Washington State Apprentice Council and under the supervision of the local joint apprenticeship council. WAC 131.28.016(4)(c)
  • 605.10.11 Continuing Education - Self Support
    “Continuing Education - Self Support” refers to non-credit courses to meet the vocational, cultural, and recreational needs of the community. Course fees are based on the operating costs of the course.

605.20 QUARTERLY TUITION FEE SCHEDULE

Quarterly tuition and other fees are established on an annual basis by the Washington State Legislature and the Seattle College Board of Trustees, or their designee, and will be prepared by the District Business and Finance Office and distributed to the Campus offices, e.g. Business, Registration, etc.

605.30 REFUNDS

Fees (except those which are non-refundable) will be refunded if complete or partial withdrawal from classes is accomplished within the first twenty (20) calendar days of instruction of the regular college quarter following the beginning day of the quarter. Student must request a refund.

Refunds, except for self-support programs, e.g., Continuing Education, Intensive English Institute, will be made in accordance with the schedule below, subject to a fee. In those instances where the fee subject to refund is less than the fee, the minimum forteiture will be reduced to that amount. No charge is made for dropping classes when no refund is involved. At least two weeks must elapse between payment and refund of fees.

International students who attend a college within the Seattle College District on a visa and make advance payments must enroll at the college in the quarter for which they are requesting a refund and must provide documentation establishing extenuating circumstances, such as visa denial or medical reasons.

Refunds of financial aid recipients will be refunded to the appropriate financial aid account as required by Federal and State regulations, including those students who are dismissed for disciplinary reasons.

  • 605.30.3 Refund Schedule - Continuing Education

  • 605.30.4 Dismissal for Disciplinary Reasons
    No refund will be given a student who is dismissed from the District for disciplinary reasons or who fails to follow official withdrawal procedures.
  • 605.30.5 Classes Not Following Regular College Quarter Calendar
    Refunds for summer quarter, or other short courses/programs that do not follow the regular college calendar, will be applied to the shortened schedule.
  • 605.30.6 Laboratory Fees
    Lab fees are based upon consumption of supplies and materials, e.g., computer lab fees. For those which are refundable, these fees will be refunded on the same basis as tuition.
  • 605.30.7 Parking Fees
    Parking fees will be refunded only in the case of 100% withdrawal from the College, in which case the fees will be refunded on the same basis as tuition.
