The Seattle College District (SCD), as an institution of higher education, has independent authority to purchase and dispose of all material, supplies, services, and equipment needed for the support, maintenance, and use of its operation in accordance with RCW 28B.10.029. The SCD Purchasing and contracting policies and procedures shall be consistent with RCW 28B.10.029, RCW 39.26, and the policies of the Department of Enterprise Services.
